CORRECTED Superseded or erroneous evidence retained for audit only; never scored.

What evidence cannot establish by itself
A title does not establish institutional leadership. Sponsorship does not establish advancement. Aggregate vote totals do not establish an individual vote. Missing evidence does not establish opposition.
Votes, service dates and initiative lifecycles
Yea, nay, not voting, excused, present, abstention and recusal remain distinct. Attribute votes only within verified service dates. Avoid double counting repeated stages or outputs of the same initiative.

Dated, attributable substantive 2025–26 public policy work may inform Breadth/Engagement only by itself. Known curriculum, role and content matter. Scheduled appearances and generic attendance receive no automatic uplift. FIRSTHAND stays labeled. Apply the same coverage test across all 170 members before freeze.
Release sequence and corrections
Evidence → Bill Ratings → Calibration → Scores → QA/Freeze → Recognition → Public Site. Later discoveries must be identified as corrections or additions and logged without silently rewriting the frozen snapshot.
